Scrap Yard Joe is a Rank 4 Networker that helps the players, along with Radia and the other Networkers the players befriend in Rank 3, to get to Rank 4 themselves and start the Dinosaur Theme.
His MLN description reads:
- Scrap Yard Joe is a Racer. He operates Joe's Raceway during the summer racing season. Consequently, he also owns Scrapy's Auto Scrap in the lot next to the race track. He's a gruff and busy guy but is always friendly when making trades.
