The Star Justice Badge of Honor is one of the two Badges you can obtain in the Star Justice Mini Rank. Its description reads: Awarded for heroic efforts in returning the stolen plans to Capt Reynolds.
You will not be able to make the Space Skull Badge if you make the Star Justice Badge of Honor, because they both require the Star Justice Deputy Badge to be made. Choose wisely which side you want to be on.
